We are seeking an organized, proactive professional with negotiation skills to join our team as a Purchasing Agent. This position is key to ensuring the efficient supply of all the resources necessary for the office's operations. You will be responsible for managing the entire purchasing cycle, from supplier selection and negotiation to the review of commercial contracts and regulatory compliance, including monitoring the REPSE registry.

Responsibilities

The following duties are typical of the position, but are not all encompassing. Responsibilities include those required to deliver quality service on schedule and within budget in a team environment.

 

  1. Operate as company subject matter expert on Mexico related procurement requirements and develops/updates processes and procedures, terms and conditions, and other supporting material as necessary.
  2. Works with vendors to negotiate commercial terms.
  3. Identifies and develops strategies for cost savings/reductions.
  4. Prepares and maintains reports as necessary on items such as minority business sourcing.
  5. Implements, maintains and manages purchasing software and other ancillary systems/programs.
  6. Assists in the development or enhancement of purchasing policies and controls.
  7. Ensures compliance with established purchasing procedures.
  8. Mitigates company and/or client risk.
  9. Manages supplier performance.
  10. Administers the operation and continual improvement of the procurement system.
  11. May develop, arrange, organize, and conduct staff training or meetings for systems, policies and procedures.
  12. Coordinates and procures purchased items and services, and ensures purchasing procedures are followed.
  13. Develops new vendor sources. Conducts the selection and qualification of vendors.
  14. Maintains vendor files and evaluations.
  15. Implements automated purchasing and requisition system and maintains proper approval documentation.
  16. Assists in the development and review of purchase contracts and maintains contract file.
  17. Obtains quotations/proposals on goods and services per purchasing procedures.
  18. Processes and maintains purchase order file and quotations.
  19. Prepares bid evaluation summaries.
  20. Expedites delivery of orders, shop drawings, and record documents to ensure project dates are met.
  21. Ensures accurate information is maintained in purchasing database
  22. Coordinates purchasing activities with internal staff.
  23. Works with clients to learn client systems, and train internal team members in the use of client systems.
  24. Maintains cooperative relations with vendors.
  25. Maintains liability insurance files, confidentiality files, and contract-pricing files, as they pertain to purchases.
  26. Assist in the negotiation of major capital and long-term contracts in conjunction with requestor
  27. Ensure compliance with REPSE requirements in accordance with government guidelines, as well as providing support and management to ensure contracts are executed correctly.
  28. Overseeing compliance with personal data protection and information security regulations, including policy implementation, updates and risk mitigation
  29. Attention and monitoring of internal and external audits, as well as requests from authorities at all three levels of government (including REPSE).
  30. Support and use of tools for preparation, organization and control of legal files per client / vendors.

 

 

Qualifications

Qualifications:

 

Bachelor´s Degree in Business Administration or related field with three (3) or more years of purchasing experience or Associate´s Degree with four (4) or more years of legal / Mexican commercial agreements experience, preferred. Proficient in use of prevailing office software. Excellent verbal and written communication and negotiating skills. Bi-lingual in English and Spanish languages, good communications skills in both required.
